Ukraine has to permit fair access to railway infrastructure

Ukrainian President Viktor Yanukovych has demanded the passing, by December 2012, of laws permitting companies to benefit from fair access to public railway infrastructure. The presidential decree no. 187/12.3.2012 stipulates the necessary measures for reforming railway transport this year. The state financing procedure for railway passenger transport will be set by December 2012. The assets of the railway company Ukrzaliznytsia and of the other railway undertakings will be evaluated by September 2012. The necessary documents for setting up a single joint-stock railway company that will include all the existing railway state-owned companies will have to be completed in seven months from the publication of the law in the official journal. The law was passed by the parliament at the end of February and has to be signed by the President.
