France: Passenger Federation against the reunification of rail companies

The National Federation of Public Transport Users in France (FNAUT) believes it is “dangerous” to set up a holding that will regroup the railway infrastructure manager RFF and SNCF, as is might harm the infrastructure management.
By setting up the holding, the entire decision power would be given to SNCF since the French state is not capable to control the railway company. Moreover, SNCF’s strategy answers the company short-term interests, not those of passengers or collectivities.
For FNAUT, the railway success in Germany is mainly due to the state policy than to the legal model of Deutsche Bahn Holding.
Before the restructuring of the railway system, a long-tern strategy should be developed and all parties involved (the state, the infrastructure managers, the control body ARAF, RFF and rail operators) should participate in the debates for shaping evolution perspectives, FNAUT states.
